The standard form:

Ax+By=C

----------------------------------------------------

y-3=(2)/(3)(x+5) multiply both sides by 3

3y-9=2(x+5) use distributive property

3y-9=2x+10 add 9 to both sides

3y=2x+19 subtract 2x from both sides

-2x+3y=19 change the signs

\boxed{2x-3y=-19}
