This is an example of a fragment because it isn't an independent clause and so, it cannot stand on its own. In other words, if it is not attached to a main clause, it doesn't make sense. It could be a sentence, if it was joined to a main clause. For example: We didn't know whether he came up from dark, fog-filled forest.
