If the Domain for a table is 3,6,8,10,19 and the Range is 1,2,4.-3.-12. Is it a function?

Yes, because every Domain or x value has a different Range or y value.

The domain (x) cannot have the same number twice. If it is, it is not a function.

Example. x- 3, 4, 5, 5, 6

y- 7, 8, 9, 10

This example (above) is not a function.
