2. A constitutional scholar has called the Court’s ruling in the Brown case “the Supreme Court’s most important decision of the twentieth century.”Why do you think he would make this claim?

By speaking on the issue of school segregation, the Court entered what many consider to be the era of judicial activism.

In short, previous Courts were far more conservative (lower case "c") in their approach to law and precedent and by having a unanimous opinion on an issue, many considered that Court to finally be entering into itself as a co-equal branch of Government.
