The answer is:
(4)/(3)

rise over run equation:
(y_(2) - y_(1))/(x_(2) - x_(1))

Plug the numbers in:
(3-(-1))/(0-(-3))

Solve:
(4)/(3)

It is 3/4, and to find that you do (x2-x1)/(y2-y1) and doing that gives you (0 - (-3))/(3 - (-1)) which then converts to 3/4 because of the double-negative rule.
