The tax on documents, also commonly known as stamp duty, is one of the oldest uses of revenue stamps, probably being invented in Spain, and introduced (or re-invented) in the Netherlands in the 1620s, then reaching France in 1651 and England in 1694.

The Stamp Act of 1765 - American Revolution. One of the boiling points of the American Revolution was the direct tax on the colonists requiring all paper and commercial documents to possess a stamp showing the tax had been paid.

The devastating effect of Pontiac’s War (1763–64) on colonial frontier settlements added to the enormous new defense burdens resulting from Great Britain’s victory (1763) in the French and Indian War made Great Britain to raise revenue through direct taxation of all colonial commercial and legal papers, newspapers, pamphlets, cards, almanacs, and dice creating an avalanche of protest from the colonists.
