density = mass/volume

density = (9.6 kg)/(1430 cm^3)

density = 0.006713 kg/cm^3

0.006713 kg/cm^3 * [(100 cm)^3]/(1 m)^3 = 6713 kg/m^3

Since 6713 kg/m^3 is not in the range of densities of steel, this is definitely not steel.
