Rounding to the nearest 10,000 requires you to look at the thousands place. If it is 0-4, it rounds down, if it is 5-9, it rounds up. Also, when you round, you drop all the other numbers under the place you are rounding. In this case, the thousands place is 4, so it rounds down to 0.
