Here it goes:
People in authority have many additional rights, and if these are not controlled (which they are, but not always work) things can get bad. For example, corruption. Corruption is a dishonest act of people in power which most of the time involve the fraude of money. When those im power start "robbing" money, many things can happen such as: not being able to pay or reducing pensions, public services will worsen, etc.
