Parallel lines have the same slope for which the new equation of the new lines starts as

y = (1)/(4) x + b
then you plug in the coordinate given to find b or the y intercept as the slope formula is

y = mx + b

0 = (1)/(4) (8) + b
you solve for b and end up with

2 = b
now with all your information your solution is

y = (1)/(4) x + 2
