2/5 is the same as 4/10 if you multiply top and bottom by 2

The mixed number 1&3/10 converts to the improper fraction 13/10. You use this formula to convert

a & b/c = (a*c+b)/c

So that means -1&3/10 turns into -13/10.

Now add the fraction -13/10 to 4/10 to get -13/10+4/10 = (-13+4)/10 = -9/10

So the answer as a fraction is -9/10

Note how -4/5 = -8/10 = -0.8 and -9/10 = -0.9

This means that the fraction -9/10 is exactly at the midpoint between the tickmarks "-1" and "-4/5" on the number line.
