Divide 4 on both sides of the equation, so you get
y^2=49. Take the square root of both sides,
√(y^2)=√(49), so you get
y=7, -7.

4y² = 196


(4y^(2) )/(4) = (196)/(4)

y² = 49


\sqrt{y^(2) } = √(49)

|y| = 7

y = +/- 7

Answer: 7, -7
