to adress your mom, you would use "TU'
Maman, tu vas bien ? Tu peux m'aider pour mes devoirs, s'il te plaît ?
Je t'aime très fort.
You use "TU" for the members of your family..father, sisters and brothers, grandparents, uncle, aunt, cousins except if you don't know them that well, you don't often meet them, and sometimes because they are elderly, as a form of repesct. It would be "VOUS". It depends on the families.
TU is more used than VOUS in a family.
In few French families, parents say VOUS to each other and children. So the children say VOUS as well. It happens in very catholic families, and coming from the "bourgeoisie" most of the time.
