First, lest convert the 18 inches into feet.

we know that 1 ft is equivalent to 12 inches,

then 18 inches is equivalent to 18/12 = 1.5 feet

Then the road must be of 40 ft with a tolerance of 1.5 feet; this means that the road can be between 38.5 feet and 41.5 feet
