I would say people are mostly good with some bad tendencies because we were all created with love and compassion and good qualities, but some people change or inherit bad qualities over time of living life, or from bad experiences that left them hardening their hearts and feeling or acting a certain way. the main point is though, that at the end of the day it is up to that individual to choose who they want to be. to do bad or to do good.
