22^2 is 484 and it’s saying x= 22 but the second one is saying the square root of 484 can be both positive or negative 22 since (-22x-22) is the same answer as (22x22)

You're partly right.

x^2=484\\\\√(x^2)=√(484)\qquad\text{square root both sides}\\\\|x|=√(484)\qquad\text{root of $x^2$}\\\\x=\pm√(484)=\pm 22

In the expression ±√(484), we say the root is "indicated". That is, we are showing we want the root. The expression ±22 is the actual root—the result of carrying out the root-taking process.
