Why did the leaders of the United States decide to create a new plan of government in 1787?

The united States decided to create a new plan for the government because the old plan was weak. At the convention in 1787, the participants created a plan in order to have a strong federal government having three branches which is the executive, legislative, and judicial. They also included the checks & balances in order to regulate the power of each branch.
