(2y)^{(3)/(2)}

So firstly, you'll need to rewrite this as
2^(3)/(2)*y^(3)/(2)

Next, remember the rule for exponents to radicals: "
x^(m)/(n)=\sqrt[n]{x^m} . Applying this rule to both would look like this:
√(2^3)*√(y^3)

Next, simplify 2^3:
√(8)*√(y^3)

Next, apply the product rule of radicals (√ab = √a*√b) to this expression, and your answer will be
√(8y^3)
