The situations A, B and D are not describing different opinions of thought. They just describe situations where there are different facts, but they do not show disagreement between people. On the other hand, option C, does describe a situation where two people have antagonist points of view about war: one supports the war and the other protests against war. That is a clear identification of contrary beliefs about the issue of war. Then the answer is the option C. One citizen supports a war, while another joins a protest against it.
