Multiply both sides by 3 to cancel out the 3 in the denominator of the left side of the equal sign. You get:
x + 4 = 18
Now subtract 4 from both sides to get variables one side, constants on the other.
x = 18 - 4
x = 14
Your answer is
x = 14
