One reason why the Supreme Court ruled that Chaplains can offer prayers in Congress and in state legislatures is that: D) Prayers have been offered in those places since colonial times. One example of this was when Jacob Duche offered a prayer before the Continental Congress in 1774. Since Chaplains had been prayer in these places all this time the Supreme court felt that this was a bases for allowing them to continue to offer prayers in Congress and State Legislators.
