The equation of the line passing through points
A(x_1,y_1), B(x_2,y_2) is:

y= (y_2-y_1)/(x_2-x_1)(x-x_1) +y_1.

If A(-4,-2) and B(2,0), then

y= (0-(-2))/(2-(-4))(x-(-4))+(-2) \\ y= (2)/(6) (x+4)-2 \\ y= (1)/(3) x- (2)/(3).

If point (a,1) lies on the line

y= (1)/(3) x- (2)/(3),

then

1=(1)/(3) a- (2)/(3) \\ (5)/(3) =(1)/(3) a \\ a=5.

Answer:
y= (1)/(3) x- (2)/(3), a=5.
