It would be both a carbon ion and an oxygen atom. Carbon has a molecular mass of 12, and oxygen is 16, so together that is 28 total mass

I would think the smallest molecule is just a bond between Carbon and Oxygen.
The molecule looks like dis:
(C)-(O)
molar mass:
12.01 + 16.00 = 28.01
