Set up a proportion:

(1)/(15) = (x)/(165)

The numerator represents the amount of inspectors, and the denominator represents the amount of products inspected.

Cross multiply:

15x = 165

Divide both sides by 15 to get x by itself:

x = 11

It will take 11 inspectors to inspect 165 products an hour.

Judging on this question I would first begin by finding the ratio between 15 and 165 products. You do this by dividing 165 by 15. You should get 1:11. You then want to multiply 60 by 11 because of the ratio, which you should get 660.
Thus, the amount of time it would take a inspector to inspect 165 products would be 660 minutes.
