B is smaller.
Look in the tenths place, A has a 1 and B has a 0.
Which number is greater? 1 is greater than 0.
Also, A has one tenth while B has a fraction of a tenth.
So, B. 0.0321 is smaller.

It should be answer B. With 0.0321 there is a zero both before and after the decimal, while answer A only has one before the decimal.
