Why are written documents useful in setting up goverments

So that they can keep track and document it so that if something happens they will always have it

Answer:

Having written documents is important because there is a record of whatever happened, such as laws being set. If someone questions the law, someone is able to have a record of there being a discussion and that the law is agreed upon.
