The line of interest is shifted down 8 units from the given line, so the y-intercept must be -4 -8 = -12. The only choice with that y-intercept is the last one:
y = 5/6x - 12

_____
This is also the only choice with a positive slope, which is required if the line is to be parallel to the one given.
