The limit does not exist (DNE)
The reason why is because cosine fluctuates between -1 and 1. The pattern is a wave-like up and down motion. This pattern continues on forever in both directions along the x axis. The curve does not approach any single y value. This applies to the parent function y = cos(x) as well as any scaled version. So it applies to y = 4*cos(x) as well.
