Dice 1: 1 2 3 4
Dice2: 4 3 2 1

5 or lower: (1,1), (1,2), (1,3), (1,4), (2,1), (2,2), (2,3), (3,2), (4,1)
There are 9 valid rolls out of 36 total possible rolls = 9/36 = 1/4
