I might be a little late on the answer, however it would be a static equilibrium with a net force of 0 N because the sum of either direction of force being put onto the box is 0 in all directions. 10+-10 is 0, and 20+-20 is also 0. So therefore the object is not moving. It is "Static", and the net force is 0 N.
The 4th answer would be correct.
