no more than 12 hand weights
she already has 6 pounds so keep adding 2 pounds at a time
6 pounds plus

2 12
all of this equal exactly 30 and we added 12 --- two's
( or hand weights )

Assuming x = hand weights
Answer is B. She may pack fewer than 12 hand weights.
