I think the length of pool in inches is actually 12*12=144 because there are 12 inches in a foot.
Also, the scale factor would be 144/16 = 9.

1 foot = 12 inches
so length of pool = 12 inches x 12 feet = 144 inches
144 /16 = 9
so the scale factor would be 1:9
which means the blueprint is 9 times smaller than the real pool
