If x+3 is a factor then f(-3) = 0.

f(-3) = 4(-3)^3 + 3(-3)^2 - 6(-3) + 8

= -108 + 27 + 18 + 8

= -55

So x+3 is NOT a factor.

Part B.

We worked this out in Part A:

-55.
