The Commission was formed after the Tuskegee Experiment scandal. In this experiment, african american men were used as test subjects to study the effects of untreated syphillis. These men were not told about the experiment, and were not provided adequate treatment.

The purpose of this comission was essentially to regulate medical testing involving humans. It sought to establish the ethical and legal limits to medical research when people were involved.
