According to Gail Collins why did it make sense that Wyoming was the first state to grant women the right to vote?

In Gail Collins’ book “When Everything Changed: The Amazing Journey of American Women from 1960 to the Present” she points out that this suffrage would be a way of attracting women to live in the state, since at the time the ratio were one woman for every six men; So it made sense in a way, since the state had a big traditional culture of partnership and family in the farm life, they needed more ladies on order to prosper.
