So, one ride takes 10 minutes.

At 11 a.m. the Ferris wheel opens for 30 minutes.

The first two people start their ride at 11 a.m. and the last two people start their ride 10 minutes before the end, that is at 11:20 a.m.

How many people have ridden the wheel during this time?

So, from 11 a.m. to 11:20 a.m. only 21 pairs of people will be able to take their seats.

That brings the full number of people having a 10-minute ride during 30 minutes to 42.
