I don’t know for sure but I think it may be because more labor was needed for manufacturing.

This made slaves the kind of people that had more work skills that others because they were used to work long hours in the southern plantation fields. Landlords knew that black slaves had the physical constitution to endure hard work under harsh conditions and knew how to farm the fields because they lived for that.
