D) congressional representation
- the virginia plan wanted to establish a bicameral legislator and called for the creation of the 3 branches.
- the new jersey plan wanted to take away the popularity vote for congress and instead have each state use one vote
- and the 3/5 compromise agreed that slaves should be counted as three fifths of their actual number. at the time, this resolved the issue of counting slaves towards population in regards to the representation in the house of reps.
