What would happen to a plants ability to produce cellulose if the plant had no water why

This is a really good question! But unfortunately I pretty sure it's unlikely to produce it.

Because:

Without water there will be no photosynthesis and plants need photosynthesis to make glucose. And glucose is made from energy and cellulose.

Cellulose is made up of D- glucose which are joined together by β(1-4) glycosidic linkage. It is produced by the enzyme called cellulose synthetase present in the plasma membrane of the plant cell.

So glucose is necessary to produce cellulose and glucose is produced by carbon dioxide and water molecules in the presence of sunlight by the process of photosynthesis.

6CO₂ + 6H₂O + light energy → C₆H₁₂O₆ + 6O₂

So for the formation of glucose, water is an essential molecule and without water, glucose will not be produced and without glucose, cellulose will not be produced. Therefore there will no production of cellulose if the plant had no water.
