So glucose is necessary to produce cellulose and glucose is produced by carbon dioxide and water molecules in the presence of sunlight by the process of photosynthesis.

So for the formation of glucose, water is an essential molecule and without water, glucose will not be produced and without glucose, cellulose will not be produced. Therefore there will no production of cellulose if the plant had no water.
