A dictator is someone who has no interest in hearing what other people have to say. One can believe that they are the only ones capable of providing solutions to issues. He believes that he is above the law. A few more dictators are Ghadafi of Libya, Mugabe of Zimbabwe, Mengistu of Ethiopia, and Sadam of Iraq. They get people to count the ballots of elections without any observers from the opposition parties. They use counting machines that can be manipulated to alter the true figures and have algorithms that boost their own tally. They introduce loads of fake ballots from under tables. They count loads of illegal votes. They get all the media to throw as much dirt as possible on any opposition parties and cover up anything bad about their own. They also get the media to throw scorn on anyone who even suggests there is any wrongdoing. They have the law enforcement and judiciary on their side to stave off any investigation or appeal. Then they either have massive bribes of officials - or they have gangs of people threatening the lives, and the lives of the family, of anyone who doesn't follow their orders.
These kind if things could never happen in the west though.
