The median is 11.

Explanation:

First arrange the data in ascending order:

4, 5, 5, 8, 9 , 10, 10, 10, 12, 14, 15, 16, 16, 18, 19, 21

There are 16 numbers so the median is the mean of the middle 2 numbers in the list. That is the mean of the 8th and ninth number.

Median = 10 + 12 / 2

= 11.
