The slope is


m = (3 - - 4)/( - 1 - 7) = - (7)/(8)

The point-slope form is obtained using:


y-y_1= m (x-x_1)

When (7,-4) is used the point-slope form is


y + 4= - (7)/(8) (x - 7)

We expand now to get;


y = - (7)/(8)x + (49)/(8) - 4

This implies that,


y = - (7)/(8)x + (17)/(8)
