I don't think it would demonstrate the weakness of the veto power because if weakness of something was being shown, the book would not be pinning him to the floor. Also, it doesn't say that he is a president, nor does the picture show he is doing well with handling the book. The book is crushing him, and overpowering him which is why I would say it's the third option. The fourth option doesn't make sense because the image has to do with the Constitution, not the presidency.
