A Quadrilateral is defined as a polygon that has four sides.

A Parallelogram is defined as a type of Quadrilateral, whose opposite sides are parallel and have equal lenght.

Therefore, the statement "Any polygon with two pairs of parallel opposite sides is a parellogram" is false, because a polygon can be classified as a Parallelogram only if it has four sides and its opposite sides are parallel and have the same lenght.
