We also know that he, at maximum, can read 22 pages per day.

Then in 6 days, the maximum number of pages that he can read is 22 times 6, or:

22*6 = 132 pages.

But this is the maximum, he could read any number between 0 and 132.

Then he could complete the reading project if he has P pages, left, where P is a number between:

0 ≤ P ≤ 132

This means that the book he selects must have at maximum, 132 pages.

that is the inequality we are looking for.
