A. This scenario can lead to bullying as bullies are fearful people who are conservative to their own thoughts and ideas, so when they notice something new and different [New student and his clothes], they will be quick to react negatively due to their fear of change.

B. The club should advise students to be mindful of how the bullies may react towards this individual, and to prevent the bullying from being worse, students should be asked to be kind towards this new student; sitting with them at lunch, walking with them in hallways, engaging in conversation, etc.
