First the slope.

It says the line is parallel to the X-axis..., so the Y is stable, remains the same all the time, since it never goes closer or farther to the X-axis... so it's an horizontal line. Thus the slope is 0.

Then the equation....

Since the slope is 0, there's no variation on the Y-axis... it has the same Y value all along. Only the first two equations satisfy that (answers B and C). But we know the line passes through the point (6,-4)... since the Y value of that point is -4... the correct equation is C. y = -4.
