When the Zhou dynasty got to power they introduced the idea of Mandate of Heaven that means that the new ruler had the blessings of the gods to lead the Empire. Something like the gods gave divine approval for the new ruler to the Emperor of China. This concept trued to legitimate a rebellion for the benefit of the Empire and its people. That meant that the Zhou were good rulers and kept power by the will of the gods.
