The answer is that Juliet is having an internal conflict. As she debates with herself whether she loves her husband unconditionally or rather hates him for killing her cousin. In the end she decides to be loyal to Romeo so the nurse goes to get Romeo to comfort her with her decision as she decided that her love for her husband is much more important to her than the death of a family member.
